How to File a Complaint Against an RTO Officer

A step-by-step guide to the official grievance redressal process in India.

If you encounter issues such as harassment, unnecessary delays, or demands for unofficial payments at a Regional Transport Office (RTO), there are several official channels available for citizens to register a formal complaint. These procedures ensure accountability and transparency in public service.

1. Approach the Regional Transport Officer (RTO)

The first step is to file a written complaint with the head of that specific RTO office.

  • Submit a formal letter detailing the incident, date, time, and the name/designation of the officer involved.
  • Always ensure you get an acknowledgment or a “Received” stamp on a photocopy of your complaint.

2. Use Online Grievance Portals

Most states in India have digitized their grievance redressal systems.

  • CPGRAMS: File complaints against any government department via pgportal.gov.in.
  • State Portals: Examples include e-Janaspandana (Karnataka) and Aaple Sarkar (Maharashtra).
  • Parivahan Sewa: Visit parivahan.gov.in for state transport authority contacts.

3. Anti-Corruption Bureau (ACB) / Vigilance

If the issue involves bribery or corruption:

  • Contact your state’s Anti-Corruption Bureau (ACB). Many states use helpline number 1064.
  • You may also reach out to the Vigilance Department under the State Transport Ministry.

4. File a Right to Information (RTI) Application

If your application is delayed without valid reason, file an RTI seeking the file movement details and officers involved. This often speeds up resolution by creating accountability.

Important Considerations

  • Maintain documentation: Keep copies of applications, receipts, and communications.
  • Be factual: Stick to verifiable facts and evidence.
  • Follow up: Track complaints using reference numbers from grievance portals.
